A new phase of four-dimensional gauge theories is discovered in perturbation theory. It arises in a unitary theory with scale but without conformal invariance, and is thus described by a recurrent trajectory in the renormalization group. As a result, beta functions of four-dimensional gauge theories do not produce a gradient flow. This new phase is established with a three-loop calculation, which we describe in detail.
